During the period of significant temperature reduction, a network of heating points will be deployed in all regions, and snow clearing and sand and salt spreaders will be used on difficult sections of roads in regions with heavy precipitation.
Appropriate measures of readiness of the authorities to respond to possible emergencies related to the worsening weather conditions in Ukraine during January 13-17, 2021, were taken following a meeting of the State Commission on Technogenic and Environmental Safety and Emergencies.
According to the decision of the Commission, regional and Kyiv city state administrations with the participation of local governments should deploy a network of heating points in settlements for a period of significant temperature reduction (-10 degrees Celsius and below) and provide them with food, disposable tableware, fuel and other necessities. It is also necessary to inform the population through the media and social services about the location of such points and the assistance provided in them.
Meanwhile, social services should intensify their efforts to provide assistance to vulnerable groups to prevent freeze burns and death.
In addition, the decision of the Commission stipulates that the Ministry of Energy together with regional and Kyiv city state administrations must ensure the sustainable operation of electricity, heat and gas supply systems of settlements and potentially dangerous facilities. And in case of an accident - first of all to restore the life support systems of hospitals, educational institutions and other socially important facilities and the housing sector. The tasks also prevent the defrosting of heating networks and processing equipment.
Among the measures to be taken by the Ministry of Infrastructure, the National Police, the SES, Ukravtodor and Ukrtransbezpeky are informing carriers and drivers through the media about the expected deterioration of the situation on the roads.
Also in areas where heavy precipitation is expected, it is necessary to bring snowplows and spreaders to the most difficult sections of roads, to prepare such equipment for interaction with adjacent regions where heavy snowfall is forecast.
In addition, it is necessary to ensure preventive treatment of the road surface and snow removal on highways and in settlements and make timely decisions to restrict traffic with appropriate informing about that.
It should be noted, according to forecasts of the Ukrainian hydrometeorological center in Ukraine deterioration of weather conditions is expected. In particular, in the eastern, Sumy, Poltava, Dnipropetrovsk, Kherson, Zaporizhia regions, significant level of snow, wind gusts of 15-20 m/s, blizzards and ice on the roads are forecast. In Kherson, Zaporizhia, Donetsk and Luhansk regions - accumulation of sleet slush and icy roads (I level of danger). Also, on January 15-16 in Ukraine the temperature is expected to drop to 12-18 degrees Celsius below zero at night, to 21 degrees Celsius below zero in some places in the northern regions, and to 10-16 degrees below zero in the daytime. January 17-18 cold weather will remain in place.
