Today, the Verkhovna Rada of Ukraine has adopted a bill On lease of state and communal property, which will make the procedure of leasing transparent, accessible to public and definitely profitable at the expense of free competition.
“Centralized collection of information on leasing of state and municipal property will allow us to analyze and control the use of this property, to build tools for measuring the effectiveness of management. We expect an increase in revenues from rents to the state and local budgets, as well as a reduction in corruption risks and increasing transparency of the process and public scrutiny”, stressed Pavlo Kukhta, First Deputy Minister of Economic Development, Trade and Agriculture.
All procedures for the leasing of objects, without exception, will get through the two-stage electronic system Prozorro.Sales that has already proved itself as the cutting-edge and the most transparent system. There will be required the compulsory publication of all documents, decisions, deals and free access to them.
Previous experience of using Prozorro.Sales has proven that maximum transparency allows to a demand and competition for the objects, to determine the fair price and tender winner. Over the past year and a half, there have been held over 1,200 successful auctions, involved 240 cities and state-owned enterprises such as UkrPoshta, Ukrtelecom and others. For example, for the year of letting property through Prozorro.Sales UkrPoshta has increased its revenues sixfold - from UAH 11 to 63 million per year. All state-run enterprises of Ukraine will work on this principle.
It is no less important that due to the bill there will finally be created a single database of public lists of leased state and communal property.
