  • Amalgamated сommunities allotted for the projects 98.5% of infrastructure subvention funding

    The Commission within the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine has already approved 2,695 projects of amalgamated communities to be implemented this year at the expense of infrastructure subsidies, totaling UAH 2.068 billion. The sum worth UAH 32 million (1.5%) remains unallocated.

    The largest share of unallocated subsidies falls upon Donetsk (8.3%), Sumy (7.3%) and Kyiv (6.1%) regions. In Zaporizhzhia, Odesa and Kherson regions, the remaining balance is about 3%.

    The consolidated communities (CC) in other areas have fully or almost 100% allocated subsidies for their projects.

    The First Deputy Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Viacheslav Nehoda announced following a regular meeting of the Commission for consideration of project proposals by the CC.

    “Since 2015, the consolidated communities have received a total of UAH 6.5 billion as infrastructure subsidies. Over 9,000 projects have already been implemented or will be completed by the end of this year. Adding other Government subsidies and funding, donor assistance, and increased community revenues will make up a tremendous increase in resources for those who really wanted development and took advantage of reform opportunities. But that's not the point. It is critical that during this time, CCs have learned to create projects that help communities to earn to fill their budgets. Also, basing on self-management, the united communities are already applying what they have earned much more effectively. What other arguments are needed for those who have not yet amalgamated? If the success of hundreds of communities cannot convince, then it probably hard to find anything that can convince them. Therefore, in such communities, the members should treat the future administrative decision to complete the amalgamation process as a deserved assessment of their activities. Voters who will elect the local government again next year should also realize that”, Viacheslav Nehoda said.

    As a reminder, in 2019, the sum worth UAH 2.1 billion is provided for the development of the CCs infrastructure. This money is distributed between the budgets created in 2015-2018 by 806 united territorial communities in proportion to the area of the CCs and the number of the rural population in that community. That is, the more rural areas have united into the community, the more funds for infrastructure development it receives from the state budget.

    In general, from 2016 to 2019 inclusive, the Government allocated UAH 6.5 billion to the united communities for infrastructure development: in 2016 - UAH 1 billion for 159 CCs, in 2017 - UAH 1.5 billion for 367 CCs, in 2018 - UAH 1.9 billion for 665 CCs, in 2019 the volume of subvention is UAH 2.1 billion.

    Through 2015-2018, 6,380 projects were implemented by the consolidated communities at the expense of infrastructure subsidies.
