  • Monetization of subsidies is opportunity for people to learn how to manage services and energy consumption, says Hennadii Zubko

    Monetization of subsidies is literally a war against monopolists. Therefore, automatic control of energy consumption, setting meters, monitoring the quality and volume of services eradicates the monopoly in supplying services and corruption in this area. This was announced by Deputy Prime Minister/Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko on air of Priamy (Direct) TV channel.

    "Over a period of three years subsidies in the form of clearing payments did not stimulate Ukrainians to reduce energy consumption and to introduce energy-efficiency measures. The state paid virtual funds for obscure volumes and, consequently, for poor quality of communal services supplied by monopolists Why is an important for recipients of subsidies to have hard cash instead of virtual funds?  Because this is an opportunity for people to learn how to manage their services and their consumption, as well as receive "live" money from the state for the payment of utilities. At the same time, people will be able to use the money saved which will remain after the payment of communal services at their own discretion ", Hennadii Zubko stressed.

    The Deputy Prime Minister stressed that the state not only provides financial assistance for payment of communal services, but also makes it possible by means of saving gas, heat, light, water to have additional funds for food products, medicines or other needs. Over time, and with rising incomes, people realize that the best investment is insulation and modernization of housing. It will give even more savings.

    It should be noted that subsidy becomes a social payment now, which will be addressed to a specific person. The mechanism of its allocation is clear and fair. Today, no additional applications or additional documents  are needed. Citizens do not have to visit  social service, pension fund or bank need. For the first time, the country assumed all responsibility for citizens. Now, Ukrainians will feel that people are at the core of the reform.
