The Ministry of Justice hosted a specialized seminar, during which the Head of the State Agency for Energy Efficiency and Energy Saving Serhii Savchuk presented the advantages of implementing the ESCO mechanism at the facilities of the Ministry (administrative buildings, territorial offices, institutions, penitentiaries, and others).
"It is pleasant that the Ministry of Justice of Ukraine has entered TOP 10 central executive bodies that showed interest in the energy service and decided to learn more about the benefits of this mechanism", commented Serhii Savchuk.
Meanwhile, the Ministry of Justice together with the State Agency for Energy Efficiency and Energy Saving has already collected and published a list of potential ESCO objects for the attention of investors.
At the joint seminar, representatives of the State Agency for Energy Efficiency and Energy Saving together with investors provided detailed explanations to the specialists of the Ministry and its territorial departments concerning the legislative framework and procedures for the conclusion of ESCO contracts.
It is worth noting that the energy service has already gained a reputation in the budget sphere: today in over 18 regions of the country more than 330 ESCO agreements are being implemented for a total sum of contracts to the tune of over UAH 430 million. Energy savings for various projects ranges from 15% to 70%.
"As for ministries and other authorities, the first 8 ESCO agreements were signed by the Ministry of Education, the State Agency of Water Resources of Ukraine, State Statistics Service, through cooperation with the State Agency for Energy Efficiency and Energy Saving", said Serhii Savchuk. "For instance, in the central building of the State Statistics Service it is planned to install individual heat distribution station and reduce heat energy consumption by 24% per year."
Thus, the energy service will allow the Ministry of Justice for the following:
- to attract investors to thermal modernization measures of the facilities of the Ministry;
- to save budget funds on payment of utility bills.
