  • Ministry of Social Policy and Ministry of Digital Transformation working on a draft Regulation on the Unified Social Sphere Information System

    One of the main tasks will be the creation of the Unified Social Register on the basis of the Register of Insured Persons of the Pension Fund of Ukraine and its formation in such a way as to ensure maximum integration with other state registers and databases.

    Such an approach will ensure the gradual abandonment of paper certificates and documents necessary to determine a person's right to state aid and benefits in accordance with the law.

    The technologies of centralized and direct transfer of pensions and other social benefits will be simplified.

    The following applications for state social assistance will be available in electronic form:

    • assistance for children under guardianship or custody;
    • assistance for children of single mothers;
    • assistance in the adoption of a child;
    • assistance for children with serious illnesses;
    • a child who has suffered a serious injury, needs an organ transplant or palliative care;
    • state social assistance to persons with disabilities from childhood and children with disabilities.

    It will be possible to check and receive information about:

    • social status of a citizen, according to the ESR;
    • compulsory state social insurance;
    • pension certificate and pension case, according to IPR (Insured Persons Register);
    • disability of a person (group, subgroup, reason of disability and term it is determined).

    And, if necessary, to create a certificate online about wages, insurance premiums paid, the amount of pension.

    By December 1, 2020, the Ministry of Social Policy together with the Ministry of Digital Transformation will submit to the Cabinet of Ministers of Ukraine a draft Regulation on the Unified Social Sphere Information System.
