  • Ministry for Communities and Territories Development: The readiness of the Great Construction objects all around Ukraine makes up 82%

    On October 1, the Minister of Communities and Territories Development of Ukraine Oleksii Chernyshov chaired a conference call with heads of regional state administrations on the implementation of the President's program "Great Construction".

    During the meeting, the issues of dynamics of construction readiness of facilities, quality of work and disbursement of budget envisaged for the implementation of the program, as well as overcoming the effects of floods and readiness of facilities affected by floods in June 2020 in western Ukraine were considered.

    According to the monitoring of the implementation of the "Great Construction" program conducted by the Ministry of Communities and Territories Development, the performance of construction readiness of facilities in Ukraine is 82%. By types of projects, the construction readiness of the objects of the program is as follows: schools - 88%, kindergartens - 83%, sports infrastructure - 74%, other objects - 82% of readiness.

    So far, 159 completed Great Construction projects have been registered, including 3 emergency departments of hub hospitals. Donetsk, Rivne and Khmelnytsky regions became the leaders in the number of completed projects.

    During the meeting, the Minister stressed that the RSA heads should pay special attention to eliminating the shortcomings of work on sites where contractors changed during the construction process. "It is necessary to take control and not to fail such facilities be verified by technical inspection authorities," Oleksii Chernyshov said.

    The Minister voiced the main criticism points that are revealed during the inspection of objects by monitoring groups, such as violation of thermal sanitization conditions, low quality of construction works, ignoring inclusion norms, non-compliance of installed wiring with current state standard of Ukraine(DSTU) norms.

    Presently, from the State Budget there have been financed facilities to the tune of more than UAH 2.4 billion, which is 75% of the planned funds for the year, of which 71% have been disbursed.

    Concluding the meeting, Oleksii Chernyshov instructed the heads of regions to send a list of technical requirements by October 2, being the basis for announcement of a competition for the selection of investment programs and regional development projects for 2021.

    These technical tasks must meet the priorities of regional development for the period up to 2027, in particular, at least 30% of technical tasks should be aimed at implementing projects that accelerate economic growth of regions and territories, including economic development and competitiveness of territories, activation of investment, increasing the level of employment, creating additional jobs.
