An order of the Ministry of Economic Development and Trade (MEDT) has come into force. It allows the CEC (Central Election Commission) to divide large procurement procedures into the small ones and conclude direct deals without announcing the tender.
Therefore, the CEC has an opportunity to promptly conclude necessary agreements and publish the information about those procurement procedures in the Prozorro system, instead of holding the long-term open tenders being at risk of terminating later than July 21.
Meanwhile, the MEDT has provided the CEC with an official explanation that the norms of the law “On Public Procurement” do not apply to the printing of document forms with special security features and limited issue forms – the ballots. There can be no doubt that the CEC prints exactly the forms of documents. Consequently, it is not necessary for the CEC to open bids for the purchase of the ballot print service.
Currently, the CEC possesses all the tools for the timely and qualitative preparation for the extraordinary elections of Ukrainian MPs on July 21.
