  • Mykhailo Fedorov: Ministry of Digital Transformation has launched electronic construction services, which are an effective tool in the fight against corruption

    The Ministry of Digital Transformation creates electronic services in the construction sector that help effectively fight corruption.

    The single electronic system in the field of construction is the key to major construction reform. This was announced by Deputy Prime Minister - Minister of Digital Transformation Mykhailo Fedorov on his Facebook page.

    The construction industry is among the sectors entwined with corruption most in Ukraine. According to experts, the annual amount of bribes in the construction domain can range from UAH 2.7 to 3.5 billion. The potential savings due to the digitalization of the sphere makes up UAH 734 million per year, according to a study of the potential capacity of electronic services.

    “Last year, the Ministry of Digital Transformation launched electronic construction services on the Diia portal. They are fully automated and eliminate human influence on decision-making. Stringent data verification mechanisms, including interaction with other registries, significantly increase the transparency of processes,” said Mykhailo Fedorov, Deputy Prime Minister of Ukraine - Minister of Digital Transformation.

    In particular, the introduction of the Unified State Electronic System for the Construction Sector (EDESSB) was launched last year. A new register of construction activities has triggered. It introduces a completely innovative phenomenon for Ukraine - a unique identifier of the construction object. All documents are created and verified by QR-code immediately in the register.

    The new registry is secure, reliable and transparent. The system automatically checks all documents - the object will not be registered unless it meets the legal criteria. There are already more than 130,000 documents in the register.

    The Public Portal of the system has also been launched. It is a platform with up-to-date information on registered documents and changes, news on the construction sector and statistics data.

    Meanwhile, eight electronic construction services are available on the Diia portal. Among those are as follows: a statement of the beginning of preparatory works, the statement of the beginning of construction works under CC1 (consequences classification), the statement of the beginning of construction works on the basis of the construction passport, and also the declaration of readiness for operation on the construction passport and others.

    In test mode, there are available services for CC2 and CC3. And this spring, the Ministry of Digital Transformation automates online construction services for CC2 and CC3 facilities on the Diia portal.
