According to estimates by leading experts of the World Bank, 1 position improvement in the overall ranking of Doing Business gives an opportunity to additionally leverage about USD 600 million of investments into the country's economy a year. Therefore, improving Ukraine's performance in this ranking is one of the major objectives over fulfillment of which is currently working the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine.
Deputy Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Lev Partskhaladze announced at the conference "Transparent services for efficient construction industry: a unified electronic system of permits, registers, inventories and inspections".
“Today, it is critical to ensure business transparency to get construction permits simple and fast. For many years, the World Bank has been analyzing that - the Doing Business ranking. If the country's performance in this ranking rises by at least one position, it is about USD 600 million in additional investment a year in the economy of the country. Now the ranking contains 10 criteria, one of those is Dealing with Construction Permits. And in the last rating, this indicator is tops all criteria. In 2017, we were practically the worst – the 140 position - and in 2 years climbed 110 positions”, he told.
According to Lev Partskhaladze, Ukraine's significant growth in Doing Business under the Dealing with Construction Permits indicator has significantly influenced and improved the DB's overall performance for our country. “These 110 points actually gave the country 6, even 7 positions in the overall Doing Business rating, and Ukraine improved its performance by 9 positions. We were the 80th 2 years ago, now - the 71st. The construction industry has made its contribution quite effectively”, the Deputy Minister added.
Therefore, the Dealing with Construction Permits indicator, in turn, also consists of 4 criteria: procedures, days, cost and quality control index. “In 2013, we were ranked 186th out of 189 countries. At that time, a bill was drafted and passed to significantly simplify obtaining building permits. Previously there were 55 procedures and now there are only up to 6 procedures. In terms of time, earlier, it took more than a year to get permission. Now - up to 85 days. In the world given these indicators, we are in the top ten or fifteen. However, the share contribution hinders our performance”, emphasized Lev Partskhaladze.
