The key task of the reform of the State Service of Ukraine for Transport Safety (Ukrtransbezpeka), announced by the Ministry of Infrastructure, is to launch a system of automatic dimensional and weight control (DWC) on the roads of Ukraine with the installation of modern complexes "Weigh-in-Motion".
Minister of Infrastructure of Ukraine Vladyslav Kryklii announced during the presentation of the results of the pilot project on the installation of the system "Weigh-in-Motion" (WIM) at the city of Kyiv approach roads.
"In early July, on the tasks of the President, we tightened control over compliance with dimensional and weight restrictions on roads. In just 2 months - June and July, Ukrtransbezpeka employees in cooperation with the National Police inspected twice as many cars as in the same period last year. The amount of accrued fines for overload has also doubled. It amounted to about UAH 32 million. But our main goal has been and still remains the full automation and digitization of all processes to eliminate the human factor. We are starting the reform of Ukrtransbezpeka, the key task of which is to launch a system of automatic DWC on the roads with the installation of modern complexes "Weigh-in-Motion", said the Minister.
Vladyslav Kryklii reminded that by the end of this year about 50 complexes of automatic DWC "Weigh-in Motion" would work all over the territory of Ukraine to ensure the protection of roads from destruction. Another 100 such complexes are planned to be installed by the end of 2021.
"The future of dimensional and weight control is based on modern IT solutions and WIM. Therefore, we are already actively working on the introduction of a single complex of information systems of Ukrtransbezpeky, e-protocol, e-consignment note, as well as on the system of storage and management of information obtained from the badge cams of inspectors, which will allow to control the inspection process. In addition, it is rather crucial to launch the Weigh Control system, which will provide automatic data collection from WIM, ports and fixed weighers, photo-recording of refusals and distribution of proceeds from fines. I am grateful to our international partners and the World Bank for their support in these matters and I hope for further cooperation," added Vladyslav Kryklii.
The plan to expand the WIM network and use all the technical capabilities of the system to preserve the road infrastructure of Ukraine was discussed at the presentation.
The event was also attended by Adam Barbolet, Counsellor Commercial, Senior Trade Commissioner at the Canadian Embassy in Ukraine, Oleksandr Kubrakov, Head of Ukravtodor, Yevhen Bulakh, World Bank Project Manager, Uktransbezpeka representatives, industry experts, the public and the media.
The pilot project on equipping of 6 platforms of automatic dimensional and weight control "Weigh-in-Motion" on the roads around the city of Kyiv and auxiliary office (pilot project on introduction of the system "Weigh-in-Motion" (WIM) was implemented in cooperation with Ukraine's International Bank for Reconstruction and Development - project "Road Industry Development Project".
