  • State Statistics Service as an IT company: Mykhailo Fedorov tells about the digital transformation of the main statistical agency

    In 2021, Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation, became the coordinator of the State Statistics Service's development. This is an important project, as management decision-making and Ukraine's recovery must be based on quality data. In an interview with Forbes, Mykhailo Fedorov spoke about the vision of the modern State Statistics Service, the digital transformation strategy, and innovative changes in the sector.

    High-quality real-time data from the State Statistics Service will become the basis for effective decision-making by the Government. The State Statistics Service should become a convenient information service for the state and society so that businesses, media, scientists and citizens can receive the necessary information. At the same time, all information would be collected, processed and disseminated as quickly and efficiently as possible.

    Together with EPAM, we audited the business processes and IT infrastructure of the State Statistics Service, analyzed the results and proposed a transformation strategy.

    "Our task is to turn the State Statistics Service into a modern organization that looks like an IT company. We need to create an information system that collects information in real time, processes data and allows it to be disseminated quickly. So that the data can be used by journalists, businesses, or anyone else," said Mykhailo Fedorov.

    The Deputy Prime Minister noted that the key principle of the State Statistics Service's digital transformation was to automate as much as possible everything that could be obtained without human intervention. Thus, the data will be processed and disseminated faster, and every statistical observation on the platform will be up-to-date.

    " The center of all State Statistics Service processes should be an IT platform that collects, analyzes and disseminates information in real-time mode. This will affect the speed of data acquisition and its quality. This summer we will have the first results on the updated statistics portal. In addition, we are working to reduce the burden on business. We are removing unnecessary reporting and replacing it with administrative data from registers," added Mykhailo Fedorov.

    The new platform is being developed as part of the Swiss-Ukrainian EGAP Program implemented by the East Europe Foundation.
