On 22 February, the Verkhovna Rada of Ukraine adopted a draft law that expands the opportunities for Ukrainians to buy new housing on credit under the eOselia (eHousing) programme. A certificate under the Government’s eVidnovlennia (eRecovery) programme will be available for the down payment on a home after the law is signed by the President of Ukraine and comes into force.
“The merger of two government programmes – eOselia and eVidnovlennia – allows Ukrainians who lost their homes due to the war to obtain a mortgage and use the certificate to cover the down payment for a new home. We have recently expanded this programme and now our citizens can take out a mortgage loan not only to buy an apartment but also a private house or townhouse. So we are working to ensure that Ukrainians have every opportunity to get decent conditions for themselves and their families,” commented Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
As a reminder, the interest rate on loans for the purchase of housing under the eOselia programme for contract service members, law enforcement officers, teachers, doctors and scientists is currently 3%, and for combatants, veterans, IDPs and other citizens who do not have their own housing or need to improve their living conditions – 7%. Since the launch of the eOselia programme, almost 7,500 Ukrainian families have taken out loans for the purchase of housing totalling UAH 11.4 billion.
