70 digital services have been launched since the start of the full-scale war. New projects are in the making to simplify doing business, education, and the work of civil servants. This was emphasised by Prime Minister Denys Shmyhal in his speech at one of the main technological events, the Diia Summit, which took place on 19 December with the participation of President of Ukraine Volodymyr Zelenskyy.
“Our key task today is to make Ukraine stronger for victory, for reconstruction and for continued growth. We are working in all areas: security and defence, economy, infrastructure and social policy. Digitalisation and all related processes are a cross-cutting line of change,” the Head of Government noted.
Denys Shmyhal also stressed that digitalisation not only made services more convenient, but also helped to save money. Thus, in 2021, the anti-corruption and economic effect of digitalisation was over UAH 15 billion. Today, by introducing more and more services, the Government is further enhancing this effect.
According to the Prime Minister, almost 20 million people use Diia today. The most popular services are online marriage and birth certificates, electronic declarations with family doctors, and online social services: from the comprehensive eMaliatko (eBaby) service to generating various certificates.
Denys Shmyhal said that thanks to the ePidtrymka (eSupport) programme, 4.7 million people received payments of UAH 6,500 at the beginning of the full-scale war, 5,700 families took out loans for the purchase of housing totalling UAH 8.4 billion under the eOselia (eHousing) programme, and the state paid UAH 2.2 billion to 28,000 Ukrainian families under the eVidnovlennia (eRecovery) programme.
In addition, the Prime Minister stressed that Ukrainian businesses were also actively using the opportunities offered by digitalisation. Thus, under the eRobota (eWork) programme, 10,400 entrepreneurs have received grants from the state worth UAH 5.5 billion. In three years, more than 26,000 individual entrepreneurs have been launched through Diia, and entrepreneurs have paid UAH 1.8 billion in taxes thanks to digital tax services.
The Government has already launched a comprehensive ePidpryiemets (eEntrepreneur) service for obtaining permits for small businesses, which will save time and have an anti-corruption effect. The special tax and legal space Diia.City is successfully operating for IT companies.
Plans include the introduction of the Mriia educational app, which will help students successfully study, gain knowledge and competencies. Equally important, according to the Prime Minister, is the Diia.Office project for officials, which will improve interaction between civil servants and make their work more transparent. An eRezydentstvo (eResidency) project is also being developed to provide opportunities for foreigners to open and run their businesses in Ukraine without obstacles and bureaucracy.
“The war does not stop us, but rather accelerates us. We are providing immediate responses to security challenges in the form of numerous initiatives to digitalise entire sectors and industries. All our achievements will work for the protection of Ukrainians, for the welfare of people, for the development of Ukraine for future generations,” the Prime Minister stressed.
