Due to the fact that not all MPs had a chance to read the proposed amendments to the State Budget for 2020, the document failed to be voted at an extraordinary meeting today. On March 30, the Head of the Government Denys Schmyhal said on air of the program "Freedom of Speech" on ICTV channel.
“We worked on the budget together with the parliamentary committee practically around the clock. This is an emergency situation budget. A Coronavirus Response Fund to combat COVID-19 has been set up within the budget. We have saved almost all major expenditures while offering to replenish the Fund with UAH 97.1 billion,” the Head of Government noted.
The Prime Minister emphasized that the Fund will be completely transparent. The directions to which the money are to be spent will be clearly determined there, in particular: support for the citizens, support for doctors, drug procurement, and measures that are directly related to combating coronavirus infection and its effects. "Once this fight is over, all costs will be reimbursed and we will continue to earn to ensure the economic development," said Denys Schmyhal.
In his opinion, due to the fact that not all MPs were present at the factions’ meeting and were not able to read the proposed changes, the bill on changes to the State Budget was not supported by the Parliament. "We have taken the budget to finalize and to hear proposals and amendments. I believe it will be voted on in 7-8 days,” the Head of Government is convinced.
The Prime Minister assured that Ukraine needs the help of all international financial institutions to combat the coronavirus infection and overcome the economic impact of the pandemic. "Nowadays, it is of paramount importance for us to prolong work with all international donors. That’s not just about the IMF. We have also been working with the World Bank, the EU, the EBRD and other international financial institutions that can provide financial support to Ukraine. Today, for example, the EU has disbursed the sum worth € 80 million to support Ukraine in the fight against the coronavirus," the Prime Minister stressed. Denys Shmyhal also assured that his Government would do everything possible to preserve financial stability within the country.
