  • Denys Shmyhal: Government will control the expenditures allocated for floods relief

    The whole country must be aware of where exactly there will be directed the sum worth more than UAH 700 million that the Government had commissioned to allocate to overcome the consequences of the natural disaster in the western regions of Ukraine.

    Prime Minister of Ukraine Denys Shmyhal announced in his opening statement at the Government meeting on Wednesday, July 1.

    The PM reminded that currently, these funds are in the accounts of the State Treasury until the local authorities and all responsible agencies submit clear calculations on what purposes the money will be used.

    "The entire country must clearly realize that the funding has been directed to specific needs. It is important to raise the people’s awareness that the state had allocated millions and sometimes billions in previous years to prevent flood damage, but those funds had been used inefficiently. This year we can observe the consequences of such mismanagement," the Head of Government said.

    According to Denys Shmyhal, we should develop a fair approach: "The Government and the state allot a resource, local authorities submit all calculations, then the funds are transferred to the regions and paid to people, as well as are directed to rebuild and improve the entire infrastructure related to protection against floods ... We will thoroughly check how these funds are spent. I think in synergy with the Government members, MPs, and journalists, we will travel to those areas and conduct a joint audit."

    Apart from that, the Prime Minister assured that a UAH 700 million resource is just the beginning. "In the coming days, we expect calculations of how much more money is necessary. And the first such calculations are already received by the Government. For those areas affected by floods, we will find a critical resource. I instructed the local authorities to significantly speed up all the processes so that people would not have to wait for weeks, but could start rebuilding homes, roads, bridges, and hospitals. I appeal to everyone with a request to work fast avoiding unnecessary bureaucracy," added Denys Shmyhal.

    Meanwhile, the Head of Government expressed gratitude to Ukraine's international partners, who were just as quick to take the initiative to help our affected regions. "A number of countries, including the United States, Italy, Hungary, Israel and Moldova, lended a helping hand in the first days of the disaster. In particular, two humanitarian aid planes had arrived in Lviv from Italy, and the assistance has already been distributed among the affected regions. Hungary has agreed to deploy a Multinational Engineer Battalion, Tisa to respond to the flooding and help with repair activities. The United States has provided funds, Moldova - equipment, and Israel - drinking water, temporary accommodation, and resources to render assistance to Ukrainians. We thank and appreciate this support from international partners on behalf of our Government and of the whole of Ukraine," highlighted Denys Shmyhal.
