  • Decentralization, launched in 2014, provided tremendous opportunities for communities' development, says Hennadii Zubko

    The Gov’t has planned to direct UAH 2.1 billion of subventions to local budgets for the formation of the infrastructure of the consolidated territorial communities (CC) in 2019. It makes up UAH 495 per resident of the countryside. 806 CCs will receive funds for improving the quality of service provision, reconstruction and repair of streets, roads, the establishment of CASPs, rehabilitation of schools, kindergartens, water supply facilities, implementation of energy efficient measures, procurement of vehicles, etc. Deputy Prime Minister, Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko announced during the Government sitting, commenting on the adoption of the relevant resolution.

    "Decentralization, launched in 2014, opened up ample opportunities for development. Starting from 2016, CC received from the state UAH 4.4 billion of infrastructure subventions, at the expense of which more than 6,000 new projects were implemented. Those are, first and foremost, new kindergartens, schools, outpatient clinics, roads, sports and cultural facilities, centers for the administrative services provision (CASPs), etc. - all that gives a new quality of services", stressed Hennadii Zubko.

    The Deputy Prime Minister stressed that the amalgamated communities receive significant financial support from the state, as opposed to those who still have doubts about the reform. Total state support for regional development in the current year is more than UAH 33 billion, since the beginning of the reform, it has increased 67 times (in 2014 - UAH 500 million).

    It should be noted, the Government approved amendments to the Procedure and conditions for obtaining a subvention from the state budget to local budgets for the formation of the infrastructure of CCs. From now on, projects should take into account the needs of different social groups and equal rights and opportunities for women and men.
