Power decentralization reform rolled out back in
2014, which has allowed local budgets to grow, was designed not just to promote accumulating funds
on the ground, but also to stimulate to earn and increase budget revenues.
Prime Minister of Ukraine Volodymyr Groysman stressed during a meeting of the
Regional Development Council.
"We have specified
taxes to be transferred to local budgets and used to meet the needs of the
regions. New schools, new transport, new kindergardens
and roads are the results of decentralization. Our current objective is to
ensure each hryvnia be invested to improve the
quality of lives of citizens," urged Volodymyr Groysman.
He called on all
the stakeholders of this process to develop responsible attitude to utilization
of funds and capacity building to multiply regional resources, at that, it
concerns regional and district centers, as well as rural areas.
“The funds come from the real sector – start-ups,
new jobs, unshadowing. This is a daily work. If we take
the sum worth UAH 100 billion from the central budget and transfer it to the
local budget, then the objective is not just to spend, but to earn additional
sum to add it to UAH 200 billion using economic tools,” said the Prime Minister,
“This is the commitment made by the President and the Government.”
