  • Prime Minister of Ukraine Volodymyr Groysman calls on MPs to hold a statist position as well as to support five key reforms offered by the Government to ensure the economic growth

    The Head of Government urges parliamentarians, all fractions of the Verkhovna Rada of Ukraine to take a statist position and to adopt five fundamental reforms inter alia a pension reform, a land reform, a public privatization reform, reforms in education and healthcare sectors, which will contribute to the economic growth in 2018. The Prime Minister noted in his opening statement at the session of the Cabinet of Ministers of Ukraine on Wednesday.

    “It is of utmost importance to find the necessary configuration and support of the Ukrainian Parliament in pursuing of the five significant reforms. The first is the implementation of the pension reform", stressed Volodymyr Groysman.

    The Government is committed to present shortly offers concerning the pension reform aimed to ensure a fairness principle, a deficit-free in the medium term as well as to increase retirement payments from 1 October, underlined the Prime Minister.

    “It is crucial to update a social status of pensioners, adding that  85% of retirees receive the minimum pension”, said the Head of Government.

    The second issue we are planning to submit to the Parliament, stressed Volodymyr Groysman is the beginning of a large-scale privatization of state-owned enterprises. In order to ensure the economic development is it vital to sale the state property all of which used to be the source of corruption as well as an example of the ineffectiveness of management which does not benefit Ukrainian citizens and the state through open and transparent auctions, accentuated the Prime Minister.

    Volodymyr Groysman also drew attention to the necessity to carry out a fundamental reform of the education system. The Government's proposals regarding this reform have been submitted to the Parliament for consideration and have been supported by the line Committee of the Verkhovna Rada,which are designed to be  the basis of changes in the quality of Ukrainian education and moreover enable children to have access to preschool education, secondary general, vocational, and higher education, as a result they were competitive the modern world.

    A land turnover is among key reforms for the Government in 2017.This reform will enable to eradicate corruption in the turnover of agricultural lands which is thriving today as well as to contribute to the development of the Ukrainian farming and will work for the benefits of Ukrainian citizens, assured the Head of Government.

    “We consider it possible to create a land market model that will allow only Ukrainian individuals to sell their plots of land to each other. But it is clear that we need to limit 200 hectares in order to prevent large holdings, latifundists to buy for a pittance the Ukrainian land. It is vitally important for us”,underlined  the Prime Minister.

    Apart from that, the Head of Government stands for pursuing a healthcare reform aimed to increase a life span and welfare of the Ukrainian citizens.

    Volodymyr Groysman accentuated that yesterday he had had a special meeting on health reform with the participation of MPs, the line Committee of the Verkhovna Rada of Ukraine, the factions of the parliamentary coalition, officials of the Administration of the President, leadership of the Ministry of Health of Ukraine, representatives of the public society to discuss fours  bills designed to change the funding system.

    To this end, the Government has introduced certain steps that will provide the opportunity to resolve problems in the medicine sector. Starting April 1 April 2017, the Government launched a process of providing free medicines to the Ukrainian citizens suffering from diabetes, bronchial asthma, and cardiovascular disease .Also, the Government has allocated resources aimed to create at least 13 cardiac centers in Ukraine.

    In this context, Prime Minister thanked MPs for the support of governmental initiatives as well as of the budget of the country.

    The Government also relies on the support of parliamentarians, including those factions not being part of the coalition in the adoption of the five fundamental reforms.

    “We will call on to hold a statist position, to adopt decisions and to give an answer to people that the situation in the country begins to change. It is of paramount importance for us the decisions are being adopted thus they can be implemented, underlined the Prime Minister. We urge the Parliament to demonstrate synergy. We must put aside our political flags. We have to work together and consolidate our efforts in order to adopt necessary decisions and honestly look into people’s eyes”.

    On April 3, the Cabinet of Ministers of Ukraine at its meeting has approved the Medium-Term Action Plan, which contains five essential priorities of the Government’s activities for the next three years up to 2020, accentuated Volodymyr Groysman.These reforms are capable to ensure sustainable economic growth and to achieve a 4.5% GDP growth.

    “I am deeply convinced that the adoption of the outlined reforms in 2018 will ensure  economic upturn, unwavering certainty that the prices will not grow as well as the national currency will remain at predicted indicators as well as will be stable . It will enable the Ukrainian citizens not only to earn an income but also to make some savings.It is our challenge № 1. Our social initiatives are enormously important and require the Parliament to demonstrate synergy”, summed up the Prime Minister.
