Prime Minister supports larger responsibility of local authorities to communities
Together with the
powers and resources as a result of financial decentralization it is viewed crucial
to increase the responsibility of local authorities, including transparency,
accountability and answerability to their society. Prime Minister of Ukraine
Volodymyr Groysman announced during a meeting with regional media on Monday.
In the framework of
the decentralization reform there have been created opportunities for the
formation of capable territorial communities by devolving sufficient powers and
funding for their local development. Now an acute question is control and
responsibility, said the Head of Government.
In this context
Volodymyr Groysman noted that a number of legislative initiatives were required
to enhance the responsibility of local authorities, particularly a law on local
referendum and law on local self-government authorities.
The Accounting
Chamber of Ukraine which has its offices all around the country demands a
restart and increase of its institutional capacity, according to the Prime
Minister. This issue depends on the Ukrainian Parliament as well, he said.
Apart from that, the
Prime Minister stressed the importance of open use by local authorities of
public finance, citing examples of the ProZorro and
E-data systems.
From this perspective
Volodymyr Groysman noted that the role of communities to monitor local
governments should be intensified.
"You choose your
local Council, you choose your authorities and you share the responsibility
with them. It is vital to ensure you to fulfill your functions not just when we
came and vote", urged the PM.
