President Viktor Yushchenko signed a decree on
creating an organizing committee for preparing the GUAM Summit in 2006. First
Vice Prime Minister Stanislav Stashevsky
has been appointed the committee's chairman and the Ukrainian Ministry of
Foreign Affairs has been instructed to work out the date and venue of the Summit.
As the Ukrainian Foreign Ministry once stated, the GUAM Summit is slated
for 2006 spring. The Summit is supposed to focus
on discussing diversification of fuel supplies to Europe, which matter was touched at a meeting among GUAM deputy foreign ministers and deputy energy ministers in Baku on February 24 and 25.
A series of constituent documents are supposed to be signed during the
GUAM Summit in Kyiv, which will allow the association attaining the level of a
scaled international organization.
The GUAM regional association of Ukraine, Azerbaijan, Georgia and Moldova was established in Strasbourg on October 10, 1997 during the Council of Europe summit.
On April 24, 1999 in Washington during a high - level meeting of the Euro- Atlantic
Partnership Council the GUAM and Uzbekistan Presidents met and signed the Washington statement of the association's transformation into GUUAM.
On May 5, 2005 Uzbekistan declared ceasing its membership in the organization.
