On October 1, 2002 by the Decree of the
President of Ukraine the State Committee for technical regulation and
consumer policy was set up. It was founded to carry out the state
supervision of consumers’ rights according to the Constitution of Ukraine
(Article 106, part 1, item 15). The Committee is a central executive body
with special status.
Standardization, metrology, certification
are the main components of technical regulation, directed to protect
consumers’ rights.
Consumer policy creates favorable
conditions to supply consumer market with high-quality goods (works and
services), heighten the level of consumers’ safety and health, perfect the
legislation of Ukraine on consumers’ rights protection and adapt it to the
legislation of EU.
The Cabinet of Ministers of Ukraine
regulates the activity of the State Committee for technical regulation and
consumer policy.
Leadership
The Head, who is appointed to and
dismissed from office by the President of Ukraine in accordance with
legislation, leads the Committee. The Head has deputies, who are appointed
and dismissed according to legislation.
The Head manages the work of the
Committee and personally accounts to the President of Ukraine and the
Cabinet of Ministers of Ukraine for the tasks’ fulfillment incumbent on the
Committee. The Head distributes duties among the deputies, determines their
responsibilities and also responsibilities, set upon the leaders of the
Committee’s divisions.
The Head of the Committee is a chief
state inspector, and his deputies – the deputies of the chief state
inspector on the state control over quality product and adherence of
standards, norms and rules.
Structure
The Head of the Committee determines
its structure and the Resolutions on structural divisions.
The State Committee for technical
regulation and consumer policy has an extended structure of the central
apparatus and territorial structure.
Tasks
The main tasks of the Committee are:
§to take part and maintain the state policy in the sphere of
consumers’ rights protection, standardization, metrology, certification; to
control quality and confirm balance;
§to control adherence of legislation on consumers’ rights protection,
advertise in this sphere, keep to metrology control;
§to control within the bounds of its competence the legislation
adherence in the sphere of standardization;
§to provide with inter-branch
coordination, regulate consumers’ rights protection, standardization,
metrology, certification; confirm correspondence, check quality.
Law basis
The Committee is
guided by the Constitution of Ukraine, Acts of Ukraine, Decrees of the President
of Ukraine and the Cabinet of Ministers of Ukraine, and also Resolutions on
the Committee.
