The Cabinet approved a draft law "On
the Global Fund to
Fight AIDS, Tuberculosis and Malaria in Ukraine",
which determines the order of the Global Fund programs in Ukraine. The
document provides a number of grants
of privileges that come from this organization to combat dangerous diseases.
In particular, it is proposed tax benefits
and exemption from customs
duties, with the introduction of relevant
amendments to the Tax Code and
the Law of Ukraine "On Unified
Customs Tariff". Also, the bill
provides amendments to the Law of Ukraine "On public procurement"
in terms of exclusion from the application of this law, procurement of
goods and services rendered by
the Global Fund.
The Global Fund’s
assistance is very significant for the state. However, to
date the funds, which are charitable aids to Ukraine,
are taxed, spent a
long time and procedures for
the recognition of products purchased by grants
humanitarian aid, there are also a
number of other issues that
complicate aid to combat dangerous diseases in
Ukraine.
It is expected that adoption of this law will promote the proper legal settlement
of the issues of realization
of Global Fund programs in Ukraine,
will allow our country to get an
additional source of funding for HIV
prevention, treatment care and support
for HIV-infected and AIDS patients in the amount of $ 300 million, and further other Global
Fund grants and to achieve improvements
in combating the epidemic of AIDS
and tuberculosis in Ukraine.
