History

On 10 August 1993 by Resolution of the Cabinet of Ministers of Ukraine № 615 the State-Owned Guard and Protection Service under MIA of Ukraine was founded on the basis of guard subdivisions under the bodies of internal affairs.

The State-Owned Guard and Protection Service is the centralized professional special-purpose system of subdivisions created with the purpose to implement guard and protection services. The State-Owned Guard and Protection Service acts on the grounds of self-finance at the cost received for organization and realization of measures under the treaties of private and property security of the citizens and legal entities.

At the present the State-Owned Guard and Protection Service is the only guard and protection service which is entitled to provide armed guard under the treaties to customers. The State-Owned Guard and Protection Service renders a complex of guard and protection services on the whole territory of Ukraine. Safety factor the State-Owned Guard and Protection Service exceeds 99,9%.

The Main Office of the State-Owned Guard and Protection Service and submitted subdivisions carry out the work aimed at implementation of the demands of the President of Ukraine, the Cabinet of Ministers of Ukraine, board of MIA of Ukraine for strengthening the struggle against crime and protection of public order, further development of the objects of all patterns of ownership protection.

Leadership

The State-Owned Guard and Protection Service of Ukraine is headed by the Head of Department of the State-Owned Guard and Protection Service under MIA of Ukraine.

Structure

The State-Owned Guard and Protection Service consists of the Main Office of the State-Owned Guard and Protection Service under MIA of Ukraine; offices of the State-Owned Guard and Protection Service under the Main Office of MIA of Ukraine in Crimea, in the city of Kyiv and Kyiv region; offices and departments of the State-Owned Guard and Protection Service under Offices of MIA of Ukraine in the regions and the city of Sevastopol; local and district departments, guard divisions under local and district bodies of internal affairs; educational institutions for personnel training. In addition, the State-Owned Guard and Protection Service comprises special subdivisions of police “Titan” founded under the Main Office of the State-Owned Guard and Protection Service under MIA of Ukraine, in Crimea, in the cities of Kyiv, Sevastopol, regions and in other subdivisions. Under the Main Office of the State-Owned Guard and Protection Service function: State center of technical equipments certification of guard and fire alarm; Information Center for SGPS subdivisions; Republican basis of material and technical provision; Research center of technical guard and equipments; Guard Dog Breeding Center in the cities of Kyiv, Luhansk, Zhytomyr and Ostrih (Rivne oblast’).

Tasks

The State-Owned Guard and Protection Service has the following tasks:

- to guard under the treaties objects of special significance according to the list approved by the Cabinet of Ministers of Ukraine, other objects (bounded territories, buildings and constructions etc.), cargo as well as banknotes and securities, cash collection and transit of National bank values, to ensure security of citizens;

- to work out principal demands for objects and citizens protection from criminal trespass, typical agreements and demands for engineering consolidation and protection of objects, to supply them with technical systems and video surveillance, signaling, to control access, instructions and other documents which regulate implementation of guard functions;

- to carry out the unified technical policy on technical equipments introduction by working out legal documents (planning, industrial production, mounting, exploitation and utilization).

Legal basis

The State-Owned Guard and Protection Service acts in accordance with Laws of Ukraine, Decrees of the President of Ukraine, Resolutions of the Cabinet of Ministers of Ukraine.
